so i ran across some joker concept art for "the dark knight" and it turns out that they actually had originated the joker to more creepier than he was in the movie, check out some of these crazy mock ups for him:

pretty creepy huh? yeah the art came from "the dark knight concept art book". maybe it was just too scary to have him look that way, the mock art was done before heath ledger was even cast, and of course as we all know the joker turned out like this:
